Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:
· Licensing
· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Contraventions
Previous Inspection - Contraventions observed on FIR #NGIL-ACPMCC have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: It was observed that the center does not maintain a record of minor accidents, illnesses and unexpected events. A staff member mentioned that they verbally relay the information to the other staff to pass onto parents in case of an incident
Corrective Action(s): Please ensure a record is kept of minor accidents, illnesses and unexpected events

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The attendance record for January was observed. 13 days were looked at and it was found that 15 spots in total were missing either an arrival or departure time
Corrective Action(s): Please ensure the time or arrival and departure are recorded for each day

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: An epi-pen was observed to be in the first aid kit, but there was no record of a care plan available
Corrective Action(s): Please ensure a care plan is developed in consultation with the parents

Comments

At the inspection dated January 31, 2019 there were 7 children and 3 staff present. At this inspection the above noted contraventions were identified.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
