Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that a garage door was unlocked. There was easy access to a car and several sharp garden tools. This is a repeat contravention from inspections #CLAN-C4WR7M and #CLAN-BAXVBY
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed inside the facility:
- A bathroom sink was fitting loosely in the cabinet. In discussion the Manager stated she had repaired the sink and will have someone repair it tomorrow. This is a repeat contravention from inspection #CLAN-0B44PS9
-Behind the toilet there was dirt and debris
-A layer of dust was observed on the heater in the washroom
-There were stains on the floor in the washroom
-Several puncture marks were observed on the tile floor in the washroom and on the plastic floor mats in the play area. These could potentially harbour bacteria. Puncture marks on plastic floor mats in the play area is a repeat contravention from inspection #CLAN-B44PS9. Please ensure this is corrected by July 14, 2022
The following was observed in the outdoor area of the facility:
-A gate intended to block access to the upstairs deck of the home, did not close or latch properly.
Corrective Action(s): Please ensure the facility and items in it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that a 12 foot area of the fencing was missing. A steep drop onto the other property was observed. In place was a plastic fence that was under 3 feet in height. This fence was loosely secured. In discussion with the Manager she stated she will put a note on the fence and practice active supervision in the area until the repairs are completed.
Corrective Action(s): Please ensure the outdoor play area is enclosed in a manner that ensures the children are free from harm.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed in the facility:
-There was a rust mark on the floor in the washroom. Upon further inspection the rust was dripping from the toilet. Rust can present a potential health hazard
The following was observed in the outdoor area of the facility:
-sharp cans in the recycling.
-a small swing set had rusty chains on it. This was located at the children's level. Rust can present a potential health hazard.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are harmful to their health and safety.

Comments

At the inspection dated June 14 2022 there were 7 children and 2 staff were present. The Manager arrived during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by June 28, 2022 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:
-The reportable incident reporting procedure.
-The current communicable disease prevention protocols that are in place
-active supervision
-Items with a Drug Identification Number (DIN) were observed in the first aid kit. Items with a DIN require a parent or guardian authorization prior to application.

The inspection findings were reviewed with the Manager at the inspection. A copy of these documents were sent to the Manager. If you have any questions regarding this report please contact me.
