Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Observed Violations
POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: Fire extinguisher tag indicates that it is expired on Nov. 18/18. Licensing stated that the equipment will be sent for recertification today.
Corrective Action(s): Ensure fire drill system is approved within the meaning of the Fire Service Act.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing discussed hand washing procedure with the licensee. Licensee stated that they use one towel in the washroom for children to dry their hands after handwashing. Licensing discussed the risk of cross contamination of germs when sharing towel. Licensing stated that will change the hand washing procedure.
Corrective Action(s): Ensure to practice the rules of health and hygiene.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Review of attendance records found one child was not signed in at the time of inspection.
Corrective Action(s): Ensure children records are complete.

There were 4 children attending at the time of inspection. Licensing randomly reviewed 4 children files.
