Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): Four staff files were reviewed, in one of the four, there was no evidence of a current ECE qualification validation.
Corrective Action(s): Ensure all staff who have the designation of ECE and ECEa have a current validation completed on a regular basis.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The fire drill documentation was reviewed for all three program rooms. In one of the rooms, there are two program types which occur at different times and two of each type of program for a total of four fire drills being requried by the facility per month. In two of the four programs fire drills were last documentated in Februrary 2022 as having occurred.
Corrective Action(s): Ensure all fire drills are documented at the time of their occcurrence, on a monthly basis.

Comments

During this inspection, no children were in care, and 8 staff were present at the facility, due to a facility wide planning day. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.

Discussed during the inspection included:
-Updating facility contact information for the facility file
-Care planning and reviewing care plans on an annual basis
-The Facility License description of the current programs of the facility

The contraventions identified have been discussed and actions or plans to meet compliance are in place, therefore a written response is not required.
The information contained in the report was discussed with the manager and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility. Thank you for your time and cooperation during this inspection.
