Introduction

Licensing conducted an unscheduled visit for the purpose of following up on contraventions identified at the last routine inspection (January 2016) and of providing information to the manager related to:
FHA LIVE 5210 initiative
Recent amendments to the childcare licensing regulations
New Child care licensing standards of practice


Contraventions
Previous Inspection - Contraventions observed on FIR #AMHS-A5UP4Y have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice.

Observed Violations
No violations were found during the inspection.

Comments

Upon Licensing's arrival, there were 19 children present with 5 staff. The children were playing outside in the adjacent playground. This was followed by free play indoors, including a wide variety of activities and materials available to children, both upstairs and downstairs.

Licensing reviewed the contraventions identified at the last inspection and notes that it appears that all contraventions have been appropriately addressed as follows:
Staff documentation was reviewed and appears to be complete and current including required, current qualifications for staff. Licensing notes that this daycare has also met the new regulation requirement for validating all ECE licences. Proof of this validations was present in each staff file.
Licensing reviewed care plans and it appears that care plans are in place for children requiring extra support. Care plans include information to guide staff in meeting children's needs. Licensing notes that care plan information is readily accessible to staff and staff appear to be knowledgeable about care plans. The manager has implemented a checklist system to ensure that all substitutes are also informed of information necessary to ensure children's health and safety.
Parent instructions and consent for medication is on site for children requiring medication. Documentation indicates that care plans are reviewed with parents at least once a year as required.

Today, Licensing also reviewed the following with the manager:
LIVE 5210 initiative - resources were provided at today's inspection
Recent amendments to the childcare licensing Regulations - More information regarding these amendments were provided via email to the licensee.
New Active Play standards of practice. Resources provided today. Licensing reviewed with the manager the new requirement for policies related to Active Play and Screen time and the new requirement that these policies be shared with parents. More information will be provided to the licensee in the coming month, via email. Licensing discussed active play with the manager. She confirmed that daily outdoor play time is an important part of the program. Licensing observed children playing outside during today's inspection.
Licensing notes that there appears an error in the Fraser Health database regarding the manager of this facility. It appears that the information on the FHA database for this facility is incorrect. Licensing acknowledges that the licensee provided the accurate manager information to licensing and that the error appears to have been made by licensing. Licensing will confirm that the changes are made so that the current manager is indicated on the Fraserhealth database. Licensing notes that the manager name is prominently displayed at the daycare as required.
