Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following outdoors:
- Two long planks of wood upright at the outdoor play area. One of the piece is very loose and could potentially fall and cause an injury.
- A trellis outdoors used as a gate can potentially fall on children and cause an injury.
Corrective Action(s): One of the manager said that the facility has talked to a person who will remove and fix these items.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- Peeling paint in one of the classrooms and in one of the nap rooms
- Broken cabinet doors in the washrooms located in one of the classrooms. This is a repeat contravention and was contravened on Jan. 16, 2023 on inspection report #MZIN-CN5V82.
Corrective Action(s): One of the managers said that the facility has connected with a person who will complete the repairs.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the fire drill for a few months in year 2023 were not recorded, though staff said that these drills were completed with the children.
Corrective Action(s): Ensure that the monthly fire drills are recorded.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that when children are absent, it is not indicated on the attendance sheet.
Corrective Action(s): Ensure to record when children are absent

Comments

At the inspection dated Feb. 16, 2024 there were 47 children, 9 staff present, andone of the managers was also on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility manager during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following recommendations/discussions were provided:
- Reportable Incident procedures
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to continue to initial and write the date after each documentation.
- Staff and managers to continue to constantly review facility policies
- Check the expiry date of items in the emergency supplies kit
- Procedure for children with allergies
- Care plan and procedures
- Removal of items with an NPN/DIN number in the first aid kits
- Locks and safety
- Continue active supervision indoors and outdoors
- Fire and emergency drill logging
