Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing observed that emergency plan has not been implemented annually.
Corrective Action(s): Ensure that licensee practices implementing the emergency plan at least once each year.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency Supplies are insufficient to implement the emergency plan. Licensee said that she was not aware that she needed emergency supplies. Emergency Management in child care facilities was discussed and the bulletin was shared.
Corrective Action(s): Licensee must have emergency supplies available to respond to, recover and mitigate from any emergency.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Licensing observed that licensee's own children who are part of the daycare were on the upper floor of the house unsupervised. Discussed the risk involved with children being left alone unsupervised in the case of emergency.
Corrective Action(s): Ensure that children are part of the daycare group, supervised at all times and are on the same floor as the daycare.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that attendance records were not maintained for past few days.The last attendance record available was for March 23rd. Licensee said that she forgets to maintain the attendance record. Discussed ways to maintain the attendance record i.e have parents sign in and sign out.
Corrective Action(s): Daily attendance records indicating time of arrival and departure to be maintained.

Summary of Inspection:
At the inspection dated March 28, 2023 there were 6 children in the care. Licensee's own two children were on the upper floor of the house. Licensing met with the licensee. At this inspection above noted contraventions were identified.

The following was discussed or education provided:
Bleach Solution to be made on a daily basis.
Having copy of Emergency Permission cards included in the First Aid Kit and Emergency Supplies Kit.
Licensee's own children to be continuously supervised. Licensee to provide supervision plan if children are not part of the daycare group and are upstairs.
