Introduction

A routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with a focus on health and hygiene practices during the COVID-19 pandemic.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following:
- A sofa which showed sign of wear and tear.
- Some chipping paint on one of the facility doors.
Corrective Action(s): Ensure that the community care facility's furniture and fixtures are in good repair.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that a fire drill was not recorded for the month of October. A discussion with the Manager indicated that a fire drill had been practiced but not recorded.
Corrective Action(s): Ensure fire drills are recorded/logged once conducted.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing inspection 6 children's records and found that one was missing a medical insurance plan number.
Corrective Action(s): Ensure children's records are complete at time of enrollment.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 6 children's files were inspected and one was missing a date of enrollment.
Corrective Action(s): Ensure children's records are complete.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Upon licensing's arrival at the facility, it was noted that only 5 of the 16 children in attendance were signed in with a time of arrival.
Corrective Action(s): Ensure that times of arrival and departure are accurately documented.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: upon inspection of 6 children's records, Licensing observed:
- 3 children's records were missing medical practitioner information.
-1 child's record was missing an emergency contact.
Corrective Action(s): Ensure children's records are complete at the time of enrollment.

Comments

Summary of Inspection:
At the inspection dated 16, there were 16 children in care with 2 staff members. One additional support worker was also present.
A COVID-19 Risk Screening was conducted at the inspection.
At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site and is unsigned due to COVID-19 safety practices. The contraventions identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
-Planned emergency response during COVID-19.
-Communicable disease prevention practices.
-Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps.
-Reviewed the intent of having children's photos available for the purposes of identification in case of emergency.
-Licensing suggests an audit of children's files to ensure all required information is collected at the time of child's enrollment.
-A COVID-19 Infection Control Assessment was conducted.
