Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: On review of a random selection of 6 children's files, Licensing observed that 1 child did not meet the age requirements of the Preschool group. Discussed with the Licensee contact
Corrective Action(s): Please ensure children's registration is accurate and appropriate to Legislative requirements. Discussed the temporary placement process with the licensee contact.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: During inspection, there was a responsible Adult on site with the Preschool children. The Licensee, who is the qualified ECE staff was not present. This does not meet staffing qualification requirements.
Staff contacted the Licensee by phone who stated that an emergency situation would result in her being late today. Licensing spoke to the Licensee on the phone.
Corrective Action(s): Please ensure the ratio of employees to children meets the requirements of Schedule E of the Child care Licensing Regulations. Any emergency staff should hold at least an Early Childhood Educator Assistant licence.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of records, Licensing observed that on a few occasions, the times in and times out were missing for both Preschool and School age records.
Corrective Action(s): Please ensure records are accurate at all times.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: On review of a random selection of 6 children's files, Licensing observed 1 child file was missing emergency consent.
Corrective Action(s): Please ensure that all children' sfiles are complete at the time of registration.

Comments

Summary of Inspection

At today’s inspection there were 3 children and 1 staff present in the Preschool program. 6 children are currently enrolled in Preschool and 13 in Group Child Care (school age).
At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to Licensing by the date below.
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Active Supervision both indoors and outdoors.
- Temporary Placement application process and requirements.
