Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Upon review of staff files licensing observed that the character references were not obtained or the record included in the staff file.
Corrective Action(s): Ensure that two references are obtained and record is included in the staff files.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: The record of practicing fire drills for past two months was missing and staff was aware of it.
Corrective Action(s): Ensure that the fire drills are practiced monthly and the record is maintained.

STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: Upon review of staff files licensing observed that two staff files did not have evidence of 20 hours of relevant courses.
Corrective Action(s): Ensure that the staff has completed at least 20 hours of relevant course/courses prior to the employment.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of the children's files licensing observed the record of medical insurance number and immunization status was missing.
Corrective Action(s): Ensure that for each child a record showing medical insurance number and immunization status is maintained in each of child's files.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Children's records did not have date of enrollment recorded.
Corrective Action(s): Ensure that for each child a record showing the date of enrollment is included in the file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The time of departure was not documented on many days throughout the month of review on the Preschool attendance records.
Corrective Action(s): Ensure that the system is created to accurately reflect children in attendance to include both arrival and departure.

Comments

Summary of Inspection:
· During today’s inspection, there were 16 children, 2 staff in the preschool and the licensee were on site.
· At this inspection the above noted contraventions were identified. Licensee/manager is required to submit a corrective action plan to address the contraventions

The following was discussed:
·Discussed storing of emergency supplies where they are readily accessible to mitigate and recover from the emergency.
·Discussed displaying of the license and certificates in a prominent place in the facility.
·Maintaining of system to check the outdoor play area on a daily basis i.e checklist.
