Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the applicable Director of Licensing Standards of Practice. All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SMOY-AZ7QR8 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The Licensing Officer observed in the main activity room:
- a shelf with areas that are chipped or worn away exposing the pressboard and
- various foam shapes covered in vinyl that have areas worn away exposing the foam.
The Licensee has rectified these items with tape.
Corrective Action(s): The use of tape to address the above noted items is an interim measure however for the long term these items need to be permanently repaired or replaced. The items are no longer cleanable in their current state.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): The Licensing Officer observed:
- a box of drain cleaner located in a lower unsecured cupboard in the children's washroom and
- a container of disinfectant wipes located on back of the toilet, a bottle each of bleach and Lysol in a lower unsecured cupboard in the adult washroom.

The Manager said there were some plumbing issues in the children's washroom so staff have been using the washroom designated for the staff/adults.
Corrective Action(s): The children have access to both washrooms therefore the Licensee must ensure that all areas are free of hazardous materials. During the inspection the Licensee moved the drain cleaner box to a secured cupboard. The Licensee will need to address the items in the other washroom.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The Licensing Officer reviewed 2 staff files and noted in one of the files there was a criminal record clearance conducted by the RCMP.

Corrective Action(s): The Licensee must ensure that any individual regularly on site has a criminal record clearance letter processed by the Criminal Records Review Agency in Victoria. If the individual has an existing letter from another employer the Licensee may apply on line to have the results shared.

Comments

At the inspection dated May 2, 2019 there were 7 children and 3 staff present. At this inspection the above noted violations were identified including actions required by the Licensee. As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided.

lead in drinking water
mandatory inspection to assess temporary placement, retention and exemption
promotion of active play.
