Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: -Music player located on a chair next to a crib, with a cord accessible to a child napping. Please ensure the plug cable is inaccessible to children napping.
-One electrical plug cover was missing in the middle classroom. Please ensure the electrical outlets are covered where children have access.
-Tea kettle located on the counter where children pass by to access the playground was full of water and had recently been in use. Please ensure the hot water is drained and the kettle is removed from children's access when hot.

Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Three fire extinguishers were past due for service.
Corrective Action(s): Please ensure the fire extinguishers are services regularly as part of the emergency plan.

RECORDS AND REPORTING: 19320 - CCLR s.59(a) - In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation: Records for staff and children were unavailable for review at the time of inspection. One staff person contacted the manager, and the files had been removed from the site, and would be returned to the site later in the day. Licensing noted that there were emergency contact numbers for families, however, no records were able to be reviewed during todays inspection.
Corrective Action(s): Please ensure the records referred to in section 56 to 58 be kept in a single place at the community care facility.

Comments

Summary of Inspection:
The COVID-19 Pre-screening was conducted at the door.
During today’s inspection, there were 16 children, 5 staff and a student on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
During inspection licensing discussed storage of milk products and hygiene practices for food and drink, and hand washing practices.
Reviewed the systems for daily outdoor playground checks for one outdoor play ground, and mitigating any unsafe areas. Noted the covers were not available for one sandbox.
One classroom was not in use at the time of inspection and appeared to be used as a storage space. Staff stated the enrolment was not enough to use the room. Licensing discussed keeping the licensed spaces ready for their intended use.
