Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

· Nutrition and Food Services

· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The outdoor play area had several items that are accessible to the children in care and pose risks.
Patio slabs leaning against a new planter box.
Debris stored in the yard that includes tools, equipment.
The shed latch is broken and allows for access to yard equipment.
The gate to the stairs accessing the upper deck patio has a latch that is loose and requires some work in order to latch the gate.
A Yellow table was pushed up against a fence that had could allow children to climb over the fence. This was removed during the inspection.
A shelf in the outdoor entrance area has tools and heavy items stored on top and the shelf is not secured.
A gate at the side of the house has gaps at the side of the posts with toys on the other side of the fence enticing children and could pose an entrapment concern.
Some repeat contraventions identified from previous inpections.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times. All items noted should be made inaccessible to the children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: A back yard has a damaged fence panel. The panel is leaning inward towards the yard near a landscaped area of the yard. The Licensee relayed that currently some work is taking place in regards to landscaping and that this will be addressed soon.
Corrective Action(s): Ensure the outdoor play area is enclosed in a manner that is suitable for the age and development of the children in care.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: An active play policy has not been developed yet.
Corrective Action(s): Ensure an active play policy is developed and shared with the families in care.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: A screen use policy has not been developed yet.
Corrective Action(s): Ensure and Screen Use Policy is developed and shared with families in care.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: A week of attendance was not recorded. The Licensee relayed that a printer problem occurred. Not other record was available for review for this week.
Corrective Action(s): Ensure attendance records and maintained daily.

Comments

Three children in care during today's inspection. Nap time transition, snack, outdoor play were observed. A practicum student was also present during today's inspection.

An upcoming closure was confirmed and the Licensee will confirm the dates with the LO.
Care and Supervision practices and Reportable Incident processes were reviewed.
Consent forms for medication were in place and documentation was also discussed.

The facility fire extinguisher will be due for a renewal at the end of this month. The Licensee also discussed with LO the process for validating ECE Certificates.

Resources shared during today's inspection include;
Active Play and Screen Use information, Immunization posters, and Fraser Health Program of Activities.

LO will forward information related to new legislation as the Licensee relayed not receiving an email recently.
