Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). There were 2 children and 1 staff at the facility during the inspection. All categories of care were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Observed during the inspection:
-One wall had multiple areas with exposed drywall mud, total area was aproximately 1 meter X 3 meters. Licensee stated these were the same areas that were mentioned in her inspection from last year and could not provide any timeline of when they planned to complete the repairs. (REPEAT CONTRAVENTION)
-The railing leading down the stairs to the entry door of the facility was loose
-A hole in the ceiling measuring approximately 15 cm X 45cm was present with yellow discoloration around the edges. Licensee stated this hole has been present from quite some time and was from a leak from the dishwasher from the floor above, and did not provide a plan of when this was going to be repaired
Corrective Action(s): Ensure all areas of the facility are in good repair and clean.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Matches were presented as part of the emergency kit, which was stored at a level accessible to children. Licensee moved these matches to a higher level, out of children's reach.
A small tub of drywall putty and a drywall putty spreader were stored in the shower of the bathroom which the children use.
Corrective Action(s): Ensure all items that may be hazardous to children are not accessible.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There was no evidence of sufficient emergency supplies provided (supplies shown were very limited). Licensee stated she has not stocked food or water for her emergency supplies. (REPEAT CONTRAVENTION)
Corrective Action(s): Ensure sufficient emergency supplies are kept on hand to assist in case of an emergency.

Comments

Discussed during the inspection:
-use of the outdoor playspace vs walking to the park daily
-Fire extinguisher and plan for service
-Safety measures the licensee has identified and is planning to address regarding the outdoor stairs
-Safety in regards to exiting during an emergency and the toys/equipment being left on the floor

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
This Inspection report was completed off site and provided by email therefore signature not obtained. All parts of this report were discussed with the staff during the inspection.
