Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed areas in the kitchen and bathroom that were visibly soiled, including the following:
- bathroom walls, door, floor, toilet and sink
- kitchen appliances, cabinet doors, wall and front door
The diaper change bad is torn, exposing the foam which is porous and not able to be cleaned and sanitized.
Corrective Action(s): Ensure that the facility, furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that a gate in the fence, and the attached post, along the side of the house leading to the children's outdoor space was no longer secure and in place. The Licensee explained that this was caused by a windstorm that occured yesterday and the children are not accessing this area currently.
Corrective Action(s): Ensure that the entire outdoor play area is enclosed.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensee was unable to provide a record indicating practice of the emergency plan at least once each year.
Corrective Action(s): Ensure to keep a record indicating practice of the emergency plan.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
