Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff files were reviewed; 2 staff members need site specific CRC clearance letters.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff files were reviewed; reference numbers/letters are available on file, but there's no indication if their character references were obtained.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Staff files were reviewed; 1 staff is missing their immunization record status on file.
Corrective Action(s): Please ensure all staff files are complete.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: Staff onsite was not provided with facility policies and procedures; LO discussed with Manager about providing orientation/training for staff.
Corrective Action(s): Please ensure that staff are provided with facility's policies and procedures.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 2 children files were reviewed; 1 child's photo is missing.
Corrective Action(s): Please ensure all children files are complete.

Comments

On the inspection date of March 10, 2021 there were 4 children and 1 staff present. At this inspection the above noted contraventions were identified. The Manager/ Licensee will take action to bring the facility into compliance and submit a written response by below date to Licensing for review.
As part of this Routine Inspection a Facility Risk Assessment Tool. This inspection and the risk assessment were written off site and a copy was provided to the facility via email on March 11, 2021, therefore no signature is attached.

The following education/recommendations were provided:

· Covid-19 prevention strategies were discussed, i.e. signage outside- reminding others not to enter if ill ( resource emailed)
· To start a log for outdoor play space: to document all inspections, maintenance and repairs
· Discussed about keeping separate log for minor incidents and staff communication
· Immunization Status Form for staff (emailed)
· Reportable Incident Report; forms and bulletin provided
· First Aid Kit: To replenish with supplies. LO discussed about obtaining parent's consent if any items with #DIN is used with children; soap and water can be used to clean minor cut and wound
