Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Not Applicable
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: There are two individuals over the age of 12 living in the home who do not have valid criminal record checks.
Corrective Action(s): Ensure that all individuals living in the home over the age of 12 has completed a criminal record check.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the facilities policies and procedures. There was no evidence of a reportable incident policy or an emergency plan and procedure policy. The Licensee stated she does not recall creating these policies.
Corrective Action(s): Ensure all required policies and procedures and created, implemented and available for review.

Comments

At this inspection there were 5 children and the Licensee present. At this inspection the above noted contraventions were identified. The Licensee is required to take corrective action to bring the facility into compliance and provide a written response to Licensing by May 27, 2019. As discussed during the inspection the Licensing Officer will email the Licensee a document on sanitization practices and guidelines on creating a reportable incident policy and a emergency plan and procedure policy. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
