Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance apart from the supervision of the School aged program.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Chairs stacked in the I/T program which are a hazard for toppling if a child were to climb on them.
- Sunscreen products accessible to children in the 3-5 program, stored in a cupboard in the bathroom.
Corrective Action(s): Please ensure a safe environment for children at all times

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Licensing observed a child requiring medication did not have a care plan to support the symptoms to look out for or actions required by staff. A medication form was available to administer medication if required.
Corrective Action(s): Please ensure a care plan is created in consultation with the family to support the child.

Comments

At today’s inspection there were 7 children in the Group Child Care (under 36 mth) program with three staff, and 11 children in the Group Child Care (30 months to school age) program with four staff present. Two staff are currently working in the school age program. The Manager was also on site.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates and being site specific
- Active/outdoor Play promotion using available spaces appropriately
- Hygiene and sanitization practices and communicable disease plan
- Minor incident log book - recommended to be separate from staff communication book
- Emergency evacuation to be completed within the first year
- Ice packs being available when on a walk
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
