Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation (CORRECTED DURING INSPECTION): Upon review of the staff files it was noted that one file did not have any references.
Corrective Action(s): On the second day of the multiday inspection the Licensee had references on file and she had verified the references. No further action required.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation (CORRECTED DURING INSPECTION): Upon review of the staff files it was noted that one file did not have a copy of the individual's work history.
Corrective Action(s): On the second day of the multiday inspection the individual's resume was on file. No futher action required.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation (CORRECTED DURING INSPECTION): One staff's file was missing their immunization status information.
Corrective Action(s): On the second day of the multiday inspection the file was complete; no further action required.

STAFFING: 12430 - CCLR s.56(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon review of staff files it was noted that 2 files had criminal record clearance letters on file from a different Licensee.
Corrective Action(s): Ensure criminal record clearance letters are addressed to the current Licensee; this may be achieved by applying to the criminal records review agency to have the results shared. The Licensee is in the process of addressing this matter. Please contact the licensing office once this item has been satisfactorily addressed.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation (CORRECTED DURING INSPECTION): The Licensee provides both morning and afternoon snacks however there was no information posted for families regarding what items were being provided.
Corrective Action(s): On the second day of the multiday inspection the Licensee had posted the snack menu for families reference; no further action required.
Date to be Corrected: 30 September 2016

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): The Licensee was maintaining an attendance record of which child attended on a daily basis. The Licensee was not capturing the time of each child's arrival and departure.
Corrective Action(s): On the second day of the multiday inspection the Licensee amended her attendance record and families are now signing their child in and out with the time of arrival and departure. No further action is required.

Comments

This report was reviewed with the Licensee prior to signing. The writer provided to and reviewed with the Licensee the resource entitled "Live 5210". The writer will mail out the resource Child Care Links for the Licensee.
