Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: On review of the minor incident log book, Licensing observed that a recent event was not recorded in the book.
Corrective Action(s): Please ensure that all unexpected events involving children are recorded as per Section 56 of the CCLR's

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of children's files (12), Licensing observed that 2 were missing care card numbers. Manager has already audited the files and placed sticky tabs where missing information is required.
Corrective Action(s): Please ensure that a system is in place to follow up on obtaining this information.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On review of a random selection of children's files (12), Licensing observed that 2 were missing digital images. Manager had placed sticky tabs during audit of the files to indicate missing information.
Corrective Action(s): Please ensure that this is followed up to gather the necessary information which is needed in the case of an emergency

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager and 1 other ECE staff and 17 children.
The facility is now located in a brand new portable specifically designed for the facility.
Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review and parent participation is requested for some field trips that the preschool organize.
Licensing observed Staff engaged with children during the beginning of the program as children and parents were arriving. Language is respectful and appropriate.
Licensing observed the children in free play followed by Circle time. As the weather was raining hard, the children took place in physical literacy during circle time in which they were able to 'huff and puff' and had regular movement.
Children were encouraged to participate in an art activity.

Discussions with the Manager:-
- Licensing reviewed outdoor play and it's location with the Manager and discussed the use of the nearby swings in the school grounds which is nearer to the facility premise.
Also noted was that active play and screen time policies were created and all certificates from the ECE Registry were validated for each staff.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
