Introduction

An unscheduled follow up inspection to the Routine Inspection # SWAR-AY6NFD dated April 25th 2018 was conducted. Areas of non-compliance identified at the Routine Inspection were reviewed for compliance.

Licensee/Manager had responded to the coded items in writing.
The following contraventions have been addressed:

11010 - Electrical sockets were inaccessible to children in the nap room
11110 - Children's bedding is now stored individually on a shelving unit
11190 - The outdoor area has been renovated to provide safe access and play for children
15030 - Tables were sanitized prior to activity and children's hands were washed after diaper change
19320 - Policies and procedures were provided to Licensing by email but still waiting for a copy of the Active Play and Screen Time policy

Contraventions
Previous Inspection - Contraventions observed on FIR #SWAR-AY6NFD have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that counter tops were still cluttered. There were lots of resources and supplies stacked on the counters. There were various storage boxes and items used from a family wedding stored in the available play space. Licensee stated that these will be removed within the next couple of weeks
Corrective Action(s): Please ensure that a clean and safe environment is provided at all times

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensee has yet to create a staff file for herself. Licensing is unable to verify whether documents are valid without being able for review. This is unaddressed from the routine inspection. Licensee has requeste a criminal record check through the Criminal Record review Branch - this will be received by Licensing and copied to the Licensee.
Corrective Action(s): Please ensure a staff file is on site for any staff member working in the facility.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: The fire extinguisher still does not have a date of purchase attached and is therefore unclear as to when an annual service is required. This has yet to be addressed from the routine inspection.
Corrective Action(s): Please ensure a date for annual review is apparent.

Children were involved in free play, an art activity and circle time.

- Discussion on supervision - outdoor play and restriction of space under the steps to the upstairs deck.
- Discussion Re: Lead in drinking water - reminder to flush pipes by running the tap for 5 minutes which is used for drinking water
- Discussion Re: Reportable Incident reporting to Duty line: #604 587 3936 if unable to reach your area Licensing Officer within the 24 hours required.
