Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
LICENSING: 10010 - CCLR s.10(1) - Applicants for licences and licensees must notify a medical health officer immediately of any change in the information provided under section 9.
Observation: Manager had previously contacted LO to enquire into offering a hot lunch program within the GCC ( 30 mos to school-age ) program. It was observed that this program had been implemented , Children served pasta and corn for today's lunch. The church is equipped with a commercial kitchen which holds a food service permit however it was not communicated that the hot lunch program began in Feb 5, 2018.It is noted that the staff cooking food held food safe.

Corrective Action(s): Contact to be made to the EHO assigned to the facility , menus to be forwarded to Licensing for review.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: Electric baseboard heaters located in classrooms consist of bent metal coverings , one observed exposed wires and sharp edges.
Corrective Action(s): please ensure heaters are covered / made inaccessible to reduce risk of injury.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: It was noted that February fire drill had not been documented, staff believe that the drill was conducted.
Corrective Action(s): please ensure fire drills are held and recorded monthly for promotion of safe evacuation of children .

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Reviewed care plan which included life saving medication , this medication was located by the staff at the bottom of a emergency back pack and was found to be expired and unlabelled.
Corrective Action(s): please ensure medication is current clearly labelled and readily accessible to employees.

NUTRITION AND FOOD SERVICES: 17130 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: It was observed that the children were provided with hot lunch program , inspected kitchen and storage. open food items ( pasta ) located in the cupboard , some items such as leftovers were not labelled. the menu was not followed and substitutions were not documented. Food which was transported to the day-care on trays was not covered. Today's lunch consisted of pasta and corn which was also found to be insufficient in meeting the required food groups.A 2 week menu is in use.Food temperature in the fridge in the day-care recorded at 9 degrees Celsius.
Corrective Action(s): please ensure food is appropriately stored which includes at a temperature of 4 degrees Celsius or less. Polices , menus , to be forwarded to Licensing for review.

Comments

Discussed recent staff changes and details were communicated pertaining to release of a staff. Licensing encourgaed the manager to ensure this information was well documented by those involved and to take further steps to contact the ECE Registry with their concerns related to professional practice.
Good systems in place throughout the program spaces , the rooms licensed for use were inspected and records reviewed . Preschool and School-age programs were not in session however Licensing met with Preschool staff and was provided with program information and files pertaining to Preschool.
the facility appeared well organized with physical changes made to the GCC ( < 36 mos ) room. Separate nap area has been created and the room was well set up with programming materials.
Staff files were reorganized into a Licensing Binder making review of files more concise for the Licensing officer.
