Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the name of the manager was not displayed.
Corrective Action(s): Please enusre that the manager name is displayed in a prominent place within the community care facility.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: Licensing reviewed 5 staff files of which 2 files were missing a record of the person's work history.
Corrective Action(s): Please ensure all staff files are complete and up to date.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed 5 staff files of which 2 files were missing immunization status for the employees
Corrective Action(s): Please ensure all staff files are complete and up to date.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing reviewed 10 children's files of which 5 were missing immunization status
Corrective Action(s): Please ensure all children's files are up to date and complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 10 children's files of which 3 were missing date of enrolment
Corrective Action(s): Please ensure all Children's files are complete and up to date

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 10 children's files of which 3 were missing the name and telephone number of a medical practitioner.
Corrective Action(s): Please ensure all children's files are complete and up to date.

Comments

At the inspection on July 14th, 2023 there were 20 children and 4 staff and 1 manager present.
At this inspection, the above noted contraventions were identified.

The following discussion was had:
Maintenance plan -placement of garbage can outdoors; chipped tables indoors
Having clear boundaries set out with cones when using part of parking lot
Policy around reportable incidents

As part of this Routine inspection, a Facility Risk Assessment Tool was completed off site and a copy will be provided.
