Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). Licence for facility was issued effective Jan 4,2018.
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the violations noted below:

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In the Group Child Care (30 mos to school age) Program the following were accessible to children and pose a risk to the children's health and safety: a kettle was plugged in and sitting close to the edge on the counter; Lysol spray bottle was also on the counter; and the staff washroom/storage room was unlocked and has cleaning products stored on a low shelf.
Corrective Action(s): Please ensure children do not have access to any hazardous products. A staff member moved the location of the kettle, Lysol spray, and washroom door was locked.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Three staff files for regular staff and one file for substitute staff were reviewed, and the criminal record check (CRC) was missing for the substitute staff and the CRC s for the regular staff are current but are not specific to this facility. It was indicated the substitute staff will not be working alone with the children at any time.
Corrective Action(s): As discussed please ensure when staff are employed all staff have a current site specific CRC.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Two staff files had a record of 2 reference checks only instead of 3.
Corrective Action(s): Please complete as per requirements.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Status of immunization record missing for 3 staff..
Corrective Action(s): Please complete as per requirements.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Copies of qulaification certificates (ECE, IT Educator, and ECE Assistant) were on site , however validation of certificates was not available for all staff.
Corrective Action(s): As discussed, please ensure all qualification certificates are validated as per Child Care Licensing Regulation (CCLR).

Comments

At time of this inspection the following was also observed and or discussed with the Licensee contact :
--There were 4 children in care in the Group Child Care (30 mos to school age) Program and 6 children in care in the Group child Care (under 36 months) Program. The staff ratios were in compliance.
--The Manager was away but the Licensee contact was working and available to assist with the inspection.
--Parents have provided a comfort pack including water and a snack but this would not be sufficient if care was needed for up to 72 hours in case of a major disaster and parents were unable to come to pick up children. Discussed requirements for sufficient emergency supplies and for conducting an annual emergency disaster drill including evacuation with the supplies to an alternative site.
--Seven registrations records for children were reviewed and all were complete, including emergency consents, and photos. A care plan is not required for any child.
--Diapering procedures are appropriate, however Lysol wipes are used for disinfecting the change mat in between changes. Discussion took place regarding disinfection and ensure directions on product are followed for length of time product must remain on surface. Recommend bleach water solution be used. Information sheet on disinfection provided.
--Children were observed engaged in free play, Montessori activities, having lunch, and napping. Staff were observed interacting with children, maintaining supervision including when eating, and appropriate language was used by staff.
--Log books are in use. Discussion took place regarding managing biting.
--Daily outdoor play is provided at a nearby community park. There is no screen use.
--Staff exemption application reviewed. Discussion regarding temporary placement requests.
