Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:

-plastic bags were located under three of the sinks in the kitchen and washroom. This could pose a potential choking hazard. This is a repeat contravention from inspection # CLAN-BD3SRR
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed inside the facility:
-a bottle of Lysol toilet cleaner was located on the floor in the children's washroom. This was within easy reach. This could cause a potential poisoning hazard.

During the inspection the following was observed outside the facility:
-a rusty fence
-rusty fence posts (these were within easy reach of the children)
The potential health hazard was discussed with the Manager. She will provide active supervision in the area where the rust is located.
Please correct by May 13, 2020
Corrective Action(s): Please ensure children do not have accessto any objects or substances that are hazardous to their health and safety.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection the fire extinguishers were observed as expiring on Feb 25, 2020. The fire extinguishers were within the area of fully charged. In discussion with the Manager she stated she had been in contact with a company that services fire extinguishers on March 18, 2020. The company has not come to the facility. This could be due to the global COVID-19 pandemic.
Corrective Action(s): Please ensure fire extinguishers are checked once per year and an inspection tag is attached. This will help prepare for, mitigate andrespond in an emergency. It is recommended that scheduling the servicing of the fire extinguishers is completed prior to the expiry date.

Comments

At the inspection dated April 14, 2020 there were 4 children, 3 staff and the Managers were present. At this inspection the above noted contraventions were identified. Please send a written response to licensing by April 29, 2020 addressing how the above noted contraventions have been corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed/discussed with the Manager:

· Information sent out to the Manager regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings

The following resource was given to the Manager:

· Resource Package for Child Care facilities COVID-19 prevention
· Manual dishwashing method

The inspection findings were reviewed with the Manager at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. A copy of these documents were sent to the Manager
