Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of a thorough review of the facility policies and procedures. This will be completed at a later date.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: During the inspection the staff certificates were observed. One of the staff certificates was not posted.
Corrective Action(s): Please ensure staff certificates are posted in a prominent place in the facility

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside the facility:

-Three large shelves were not attached to the wall. These could present a potential falling hazard

Corrective Action(s): Please ensure a health and safe environment is provided at all times for children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed chipped paint on the walls and baseboards of the facility and rough wood on a door frame in the facility.
Corrective Action(s): Please ensure the facility is in good repair when children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the folowing inside the facility:

-plastic bags were under the sink. This was accessible to children. This could cause a potential choking hazard.
-Several plug outlets on a power bar did not have plug covers. This was at the level of the children and could be a potential electrocution hazard
-a bottle with bleach solution was on the counter in the washroom. This was within reach of the children. This could be a potential poisoning hazard.
-rust was noted in the washroom on the following: two of the sinks, and the heater (please correct by June 26, 2019)
In addition rust was noted on the covered diaper bin. This is a potential health hazard to the children in care.

Corrective Action(s): Please ensure the children do not have access to any object or substance that is hazardous to their health and safety.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: Licensing reviewed the first aid kit during the inspection. In discussion with the Manager she stated that althought the staff take the first aid kits on walks off the premisis, the staff do not take the first aid kits to the playground.
Corrective Action(s): Please ensure first aid kits are readily accessible to employees to aid in administering first aid in an emergency situation.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Five staff records of ten were reviewed. One staff was missing a record of immunization
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: The staff records were reviewed. One record was missing a verification for an ECEA certificate.
Corrective Action(s): Please ensure staff certificates are verified using the system established by the ECE registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The facility records were reviewed. No record was observed documenting the emergency evacuation drill. In discussion with the Manager she states the facility practices an emergency drill once a year but this is not recorded.
Corrective Action(s): Please ensure the emergency drill is recorded when it is completed.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: Licensing reviewed the policies and procedures for the facility. A screen use policy was not noted.
Corrective Action(s): Please ensure a screen use policy is developed, implemented and shared with the parents at the facility.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection licensing reviewed the attendance records. Many departure times were not recorded.
Corrective Action(s): Please ensure attendance records are complete.

Comments

At the inspection dated June 12, 2019 there were 41 children and 10 staff present. A student from the Justice institute of BC attended the inspection with the Licensing Officer. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to Licensing by June 26, 2019 addressing the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
