Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:

- A large plastic container of drinking water for three large dogs is on the floor of the kitchen, accessible to children
- Soft dog toys and a chew toy on the floor in the children’s play space– licensee explained that children sometimes play with the soft dog toys. The licensee removed all of these items from children's reach during the inspection.
- The diapering change table does not have a cover/padding. The size of the diapering change table would comfortably accomodate an infant; however, the size is not appropriate for the age of children in care
- A Christmas tree was placed on a small, low table which prevented children from reaching the ornaments on the tree; however, the tree was large and not secured and could pose a risk if it were to fall

The Licensee explained that the backyard, which is indicated on the site plans as the children’s play area, is no longer being accessed by children due to the following:
- gaps between railings on the deck
- deck stairs to yard are not structurally sound
- unfilled pool
- 3-4 dogs using the space

The Licensee is now using the enclosed front yard for the children to play. Licensing observed the following hazards:
-String lights attached to the fencing in the outdoor area; potentially accessible to children, with unsecured sections large enough to pose a potential risk of entanglement
-Outdoor fenced area is located on the corner of a busy road and the fencing; measured to be 3ft 10 inches, is climbable

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed:
- The tap in the bathtub does not turn off, running a stream of water into the drain; licensee explained that the tap needs repair
- Three dogs and three cats live in the home; Licensing observed pet hair throughout the facility on floors and furniture, accumulating in corners and in a flooring gap near the top of the stairs
- Some areas on the kitchen walls and cabinets appear to be soiled; some damage observed on the wall in the hallway exposing drywall
- Small Carpets with visible pet hair are taped together under the tables where children eat; carpets and tape are not easy to clean as they are not wipeable
Corrective Action(s): Ensure that the community care facilty and the furniture, equipment and fixutes within it are clean and in good repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11130 - CCLR s.15(3) - A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation: The licensee explained that children are not currently accessing the bedroom identified on the floor plans as a nap room as it is being used for storage. The licensee said that the room currently contains unsecured cords and shelving over 5ft tall that is not secured. The licensee confirmed that any hazards in the room will be addressed, following which it will be used for children to nap.
Corrective Action(s): Ensure to provide a separate sleeping area that is safe and accessible at all times while children are in care.

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following was discussed during the inspection:
- window guards
- hand washing
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
