Observation (CORRECTED DURING INSPECTION): Cake slices and egg tarts were above 4 degrees C internally (9.1-9.4 degrees C) in the front display cooler. Operator's son stated that they were made earlier this morning around 10 AM (less than 2 hours ago).
Corrective Action(s): Operator's son moved the cake slices and egg tarts to another cooler at or below 4 degrees C. Make sure all cold potentially hazardous food is stored at or below 4 degrees C.

After baking the food, make sure it is cooled rapidly as follows: quickly from 60 degrees C internally to 20 degrees C internally within 2 hours and then from 20 degrees C internally to 4 degrees C internally within an additional 4 hours maximum.

212 - Operator has not provided acceptable written food handling procedures [s. 23]
Observation: Operator's son has began putting together a food safety plan for their family business and had a one page document on-site today; They stated that they have emailed this to the area EHO however this plan has not been received. The previous food safety plan is not available from the Operator or from the Fraser Health file.
Corrective Action(s): Submit a copy of the food safety plan to the district Environmental Health Officer of Fraser Health by September 14, 2018. A consultation inspection will be conducted tomorrow.

304 - Premises not free of pests [s. 26(a)]
Observation: Rodent droppings were observed on four wooden pallets on to which dry goods or food equipment (ingredient mixers) are stored. Note: "Leading Pest control ltd." provided a service on August 29, 2018 to re-service the traps. The floor and food contact surfaces did not contain any signs of recent pest activity.
Corrective Action(s): Clean and sanitize all of the wooden pallets with bleach water (1 part bleach with 9 parts water for 20 minutes) to remove the rodent droppings with a single use paper towel. Monitor for signs of recent pest activity and continue with pest control measures:
1) Pest control program on a monthly basis
2) Covering food and food contact surfaces to protect them from contamination.
3) Cleaning and sanitizing all affected areas. Cleaning the floor and corners each day to prevent food debris. Cleaning and sanitizing preparation surfaces before and after each use.
4) Sealing entry points. Keeping all doors shut.

Observation: Front cooler containing egg tarts and cake slices was at 7.1 degrees C at the time of inspection.
Corrective Action(s): Do not store potentially hazardous food inside this refrigeration unit until it is maintained at or below 4 degrees C; Correct today. Adjust/repair cooler to maintain an ambient temperature at or below 4 degrees C; Correct within 1 week.

Observation: A written sanitation plan has not been submitted for health approval to the district EHO of Fraser Health. The previous sanitation plan was misplaced by the Operator and a record of it is not available in the Fraser Health file.
Corrective Action(s): Resubmit a written sanitation plan for health approval to the district EHO of Fraser Health; Correct by September 14, 2018. A consultation will be conducted tomorrow.

315 - Refrigeration units and hot holding equipment lack accurate thermometers [s. 19(2)]
Observation: The thermometer in the display cooler with cake slices and egg tarts was inaccurate. Staff members were unable to check the temperature of this cooler accurately as a result of this inaccurate thermometer.
Corrective Action(s): Replace the thermometer with a thermometer that is accurate to within 1 degrees C; Correct within 1 week.

Comments

Handsinks were adequately supplied with liquid soap, hot and cold running water, and paper towels.
Dishwasher final rinse temperature was at 73.9 degrees C (71 degrees C or hotter) at the plate.
100-200 ppm chlorine sanitizer was setup in the bucket.
Other coolers were at or below 4 degrees C.
Freezer temperature was satisfactory.
Cold potentially hazardous buns (e.g. hot dog bun, bean filling buns, etc.) were stored in the upright cooler which was at or below 4 degrees C.
FOODSAFE Level 1 refresher course certificates were available for both the Operator and their son with an expiration date of July 3, 2023.
Operator's son has began writing a food safety plan on paper; This will be reviewed tomorrow during a consultation meeting. The food safety plan and sanitation plan still requires to be submitted to the area EHO for review and health approval.
