STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: On review of staff files, Licensing observed that a staff used for occasional care of the children did not have a criminal record check (CRC) on file. Another staff did not have a site specific clearance. Licensee is aware of the process and is working with the Criminal Records Review Program to set up accessability to requested CRC information.
Corrective Action(s): Please note: Staff may not be employed to work alone with children until a clearance is on site.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: On review of staff files, Licensing observed that both substitute staff files were missing various aspects required in Section 19. Discussed with the Licensee.
Corrective Action(s): Please ensure that substitute staff are appropriately screened and retain the required information as per Section 19 of the Child Care Licesning regulations. (CCLR's)

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: On review of children's files, Licensing observed the following:
-That of the 7 children in attendance today, 6 of them were under 4 years of age. This does not meet the requirements of Schedule E.
-Review of attendance records showed that for 19 days in May, there was at least 5 children under 4 years attending out of the total on each day. On some days there were 6 children under 4 years.
Discussed with the Licensee who knows that she is operating in non-compliance and has been since August 2018. Licensee has successfully applied and been approved for temporary placements in the past. This is a repeat contravention to a previous inspection.
Corrective Action(s): Please ensure that you meet the requirements of Schedule E at all times. Temporary placement applications will be required to bring the facility back into compliance. Licensing will approve the requests to keep the existing group, as today, has assessed and determined that there is no increased risk to the children and would be in the best interests of the children to continue in care.
