Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of 4 children's files, Licensing observed 1 was missing immunization status.
Corrective Action(s): Please ensure all information is complete prior to attendance

Observation: On review of 4 random children's files, 1 was missing enrolment date

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 3 children. 2 other children were at school.
Discussions with the Manager/Licensee:-
- Licensing reviewed the evacuation procedure with the Manager/Licensee and recommends alternate storage for the emergency supplies for ease of access and transportation.
- Licensing provided information regarding Appetite to Play (see above website)
- Licensing recommends adding some resilient surfacing to a new play structure that has been added outside. Licensee is considering bark chippings. The structure measures 4.5 feet at the highest platform. Please ensure that any changes made to either the inside or outside facility be communicated to Licensing to ensure compliance.
- Discussion on active supervision and ensuring awareness of children particularly when out in the neighbourhood. Licensee has good supervision practices.
- Discussion Re: Lead in drinking water – a reminder to flush pipes prior to using for drinking water if building over 30 years of age.
- Discussion Re: Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted. Incident reporting information emailed to Licensee.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.
Licensing observed Licensee/Manager engaged with children using positive guidance and language. Children had snack time, planned activities followed by outdoor play.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
