Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed that dish soap was accessible to children under the kitchen sink. This area is out in the open and children do not generally frequent this area, but access to this could cause a child some harm if injested.
Corrective Action(s): Please ensure hazardous substances are inaccessible to children

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: On review of Fire Drills, Licensing observed that the month of December 2017 was not recorded. When questioned, Manager stated that it was probably missed due to the facility only being open for 2 weeks before Christmas. Licensing notes that all other months were appropriately practiced and recorded.
Corrective Action(s): Please ensure all monthly drills are practiced and recorded.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On review of a random selection of 11 children's records, Licensing observed 1 was missing a digital image. On review of missing information which is held separately until records are complete, it was indicated that 3 were requiring digital images. The programs only started operating yesterday and this system is already in place to ensure it is followed up on.
This is a repeat contravention.
Corrective Action(s): Please ensure all children's records are complete at the time of registration.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager and 1 other ECE staff with 19 children.

Discussions with the Manager:-
- Licensing reviewed outdoor playspace with the Manager - mainly using the green space in front of the portable which offers lots of opportunity for imaginative and gross motor play.
- Licensing provided information regarding Appetite to Play (see above website)
- Licensing recommends ensuring that the sink in the second bathroom is more accessible to the children by adding a step stool to assist with independence.
- Licensing also recommends putting a 'strike through' on any section of the minor incident log book that is not used. This is to ensure the integrity of the information.
- Discussion on active supervision - observed regularly checks by staff and Manager secured outdoor space prior to class start.
- Discussion Re: Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Substantiated complaints will now be posted on the website. Facility has been receiving Licensing Officer’s emails.

Licensing observed Staff engaged with children during initial transition and pre-planned activities. Circle time included physical literacy which is part of the active play requirements.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
