Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10120 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: Licensing observed a classroom being utilized for the Pre-school Program which has not been licensed for use nor does it have fire approval. Licensing had a discussion with the Manager to terminate the use of the classroom and utilize the classrooms intended for the Pre-school Program.
Corrective Action(s): Please ensure that only Licensed, approved spaces is being utilized.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed upon entering the Toddler 2 classroom that there were baskets containing food placed on the floor on the carpet, the children were seated with bibs on and a staff was reading a book. Licensing explained the importance of health and hygiene. Licensing requested to the Manager to please place the food on the empty table, the Manager and staff removed the food from the floor and placed it on the table. As Licensing was departing the room it was observed that the baskets of food were placed on the floor again. Licensing explained again that it is understood that the food need to be close by in order to serve the children, staff was sitting close by to supervise. It was suggested to move the empty table closer so the food can be off the floor when serving and within reach of the staff.
Corrective Action(s): Please ensure that a healthy and safe environment is provided to children at all times and ensure that food is placed on a sanitized surface.

Comments

At the inspection dated June 08, 2021 there were 114 children and 21 staff and 1 Practicum student present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
-Licensing discussed with the Manager to increase the space in between the nap mats/cribs to ensure children are not reaching over to each other.
-Licensing discussed the importance of maintaining an accurate attendance record, please sign in children when they arrive and not before.
-Maintaining log books.
-Having a sufficient supply of emergency food.
-Seek fire approval for rooms intended to be used.
