Introduction

Community Care Facilities Licensing (CCFL) inspected all care categories during an unscheduled routine inspection to assess compliance w/:
• the Community Care & Assisted Living Act
• the Child Care Licensing Regulation
• relevant Director of Licensing Standards of Practices

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: 1) Indoors: In the main play area, a low cabinet w/ sharp corners was covered by a cloth.
2) Outdoor play space: A ladder, scissors, chemical spray bottle, & thorn bush were observed.
Corrective Action(s): 1) Child-height sharp corners on furnishing/equipment must be made inaccessible to children.
2) Anything that is not meant for children must be removed or made inaccessible to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Outdoor play space inspections were undocumented.
Corrective Action(s): A log must be maintained for all outdoor play space inspections (daily/monthly/annual), maintenance, & repairs.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The employee's BC Ministry of Justice CRC was applied to by another organization.
Corrective Action(s): The licensee must apply to share her employee's CRC w/ her. In the meantime, the employee cannot work alone w/ children or assist w/ toileting/diapering.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The licensee explained that she practices implementing the fire drill system monthly; however, there were no records.
Corrective Action(s): Monthly fire drills (& annual emergency plan practices) must be documented after completion.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: 2 children lacked files.
Corrective Action(s): All requirements of s. 57 are required by children's 1st day of care.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: All children's genders & immunization statuses were undocumented. 2 children's MSP #s were undocumented.
Corrective Action(s): All requirements of s. 57 are required by children's 1st day of care.
