Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.
The following areas were reviewed:

· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The manager's name is not posted
Corrective Action(s): Please post the name of the manager by the facility licence

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: One staff is present with no site specific criminal record check
Corrective Action(s): A compliance plan must be submitted until this staff has a site specific CRC

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: There is not sufficient emergency preparedness supplies on site to ensure the health and safety of children in care for a period of up to 72 hours at the start of the program year
Corrective Action(s): Full emergency supplies sufficient to meet all children's needs must be in place at the beginning of each program year

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: There is no record indicating emergency preparedness supplies are being checked each year
Corrective Action(s): Please develop a system to record the date of yearly emergency preparedness supplies inspection

Comments

Live 5-2-1-0 resources were left for the manager. The requirement for the development and implementation of an Active Play and Screen Time policy by September 2017 was discussed with the manager. Please feel free to contact me if you have any questions.
