Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the routine inspection 14 staff files were reviewed and 4 staff files were missing the CRC. An application for CRC was present in the file but no evidence of CRC was observed on file.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the routine inspection 14 staff files were reviewed and one staff file was missing character references in respect of the person working at the facility.
Corrective Action(s): Please ensure all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the routine inspection 14 staff files were reviewed and two staff files were missing a validation of ECE or ECEA certificates.
Corrective Action(s): Please ensure all staff files are complete.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During the routine inspection 20 children's files were reviewed and one child's file was missing a record of immunization.
Corrective Action(s): Please ensure all children's files are complete.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the routine inspection 20 children's files were reviewed and one child's file was missing a doctor's name and phone number.
Corrective Action(s): Please ensure all children's files are complete.

Comments

At the inspection dated May 17, 2023 there were 57 children and 14 staff, manager and licensee present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· During the inspection it was noted that a child who required extra support and had a support worker did not have a care plan set in place. Manager said that the family communicates with staff through a book. It was recommended that a care plan is set in place to help staff guide and support the child in care.
· Medicated wipes – education was provided regarding the use of medicated wipes and their use only with parental permission
· During inspection it was observed that the bibs in Blossom room were hanging near the change table. It was recommended to remove the bibs so cross contamination is prevented.
· It was discussed that the Policies and Procedures were reviewed to reflect current practice (in particular Medication Policy, Nutrition Policy and Repayment Policy).
· Nutritious food to be served accordingly to Section 48 of CCLR
· During the routine inspection it was noted that in the Caterpillar room the children were strapped and sitting at circle time in small chairs. It was recommended that the children are not strapped in chairs, but rather given the opportunity to choose if they want to participate in circle time or not.
· Licensing recommends that staff or manger verifies the signature on the Emergency Care Card.
· Licensing recommend verifying the new hire references and initial after verifying the references.
· Education was provided regarding the Minor Log Book for all classrooms for small incidents.

· Lead in the Water – flushing the pipes to remove any impurities before using the drinking water
