Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), The Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed a loose cord hanging from the stereo. In addition, several bottles of hand sanitizer were located at the children's level.
Corrective Action(s): Please ensure cords are secured.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a lock was placed on a cupboard beneath the sink in the washroom. The lock was easily opened as it was not secured. Located in the cupboard was bleach and other chemicals for cleaning.
Corrective Action(s): Please ensure to secure the locks where chemicals are kept so hazardous substances are not accessible to the children in care

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11220 - CCLR s.23(2) - A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises.
Observation: The first aid kit was missing a triangular bandage. This is a repeat contravention from inspection # CLAN-CNVQXE. The first aid kit was also missing a CPR mask.
Corrective Action(s): Please ensure the first aid kit has sufficient supplies.

STAFFING: 12010 - CCALA s.7(1)(d) - A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation: In discussion with the staff, a new Manager has been appointed for the facility as of September 2023. The facility has not submitted the paperwork to Licensing to change the Manager
Corrective Action(s): The staff will ensure the paperwork needed to change the Manager is submitted to Licensing

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing observed the staff records one staff was missing two references from the record
Corrective Action(s): In discussion the staff stated she submitted her references to the previous Manager. The staff will ensure she places the references in her staff record.

STAFFING: 12152 - CCLR s.19(5)(b) - Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.
Observation: Two character references were observed for a volunteer. One character reference was completed by a spouse.
Corrective Action(s): Please ensure character references are completed by someone who is not related by blood or marriage to the individual they are providing a reference for.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Licensing reviewed the staff records. A Criminal Record Check is expired for one employee. The staff works with another staff in the facility at all times
Corrective Action(s): Please ensure criminal record checks are completed prior to the expiry date.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing reviewed the record of fire drills. In discussion with staff, fire drills were completed for the months of November and December but these were not recorded.
Corrective Action(s): Please ensure to record fire drills after they are completed.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the inspection the children's attendance records were reviewed. Many departure times for the months of January and February were missing.
Corrective Action(s): Please ensure that departure times are recorded daily.

Comments

At the inspection dated February 8, 2024 there were 12 children, 2 staff were present during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by February 22, 2024 unless otherwise specified in the report. As part of the inspection the Facility Risk Assessment Tool is completed and a copy was provided to the staff.

The following was discussed with the staff:

-Reportable incident reporting
-Lead in the water prevention strategies
-The cleaning protocols that are in place for the facility
-A can opener is required for the emergency kit
