Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- A garden hose was laid out on the path at the top of the access steps, which could result in a trip down the steps.
- The garbage bin in the play space did not have a lid to restrict access to the children
- Cleaning/disinfectant solution was not available in the bathroom for immediate sanitizing of the diaper mat - Licensee did have this available in the kitchen area which was further discussed.
Corrective Action(s): Please ensure a healthy and safe environment at all times

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed the following:
- Fire extinguisher requires annual service - Licensee is aware and acknowledged the requirement
Corrective Action(s): Please ensure a system is in place to maintain the annual service

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that all fire drill records were completed apart from September 2023 and the evacuation drill record. Licensee stated that the drills had been completed.
Corrective Action(s): Please ensure all drills are recorded as required in legislation.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of four children's files, Licensing observed two were missing enrolment dates.
Corrective Action(s): Please ensure all files are complete at the time of registration/enrolment

Comments

Summary of Inspection

At today’s inspection there were 4 children and the Licensee present. A parent was also on site as well as another individual over 12 years of age.
Licensing did not conduct a full walk through of the whole home at this time.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates
- Printing of children's photographs for emergency purposes
- Hygiene and sanitization practices and communicable disease plan
- Systems to be in place for ensuring up to date documentation
- Ensuring group sizes meet requirements with having a new addition
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)

The contents of this inspection report were reviewed with the Licensee prior to being written off site due to computer technical issues, therefore a signature is not attached. A copy was provided.
