Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).
All areas of the facility were reviewed for compliance. LO also reviewed and discussed COVID-19 prevention strategies with the Manager.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following were observed and discussed with Manager today:
- Naproom: playpen's mesh panel has hole. This could pose safety hazard. Please ensure that Playpen used for napping has no rips or tears.
- Storage closet: a child safety lock is needed to make it inaccessible to the children and prevent finger pinch.
- Door: some maintenance required to the door frame weatherstrip seal (scratched and ripped).
Corrective Action(s): Please ensure a healthy and safe environment is provided all times while children are in care.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Staff file was reviewed; immunization status, references, valid certificate and site specific CRC were not available for review.
Corrective Action(s): Please ensure all staff files are complete.

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: There was no log book available on site to document minor incidents and unexpected events involving children that did not require medical attention and were not reportable as per Schedule H.
Corrective Action(s): LO discussed about starting a log book to keep current records of above mentioned items involving all children in care.

Comments

At this inspection dated August 11, 2020 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in noncompliance are addressed. The contravention noted in this report were reviewed with the manager during today's inspection. This inspection report was completed off site (0.5 hr) and emailed along with the Risk Assessment to the facility on August 18, 2020.

LO observed and discussed the following with Manager on-site:
-All cleaning spray bottles should be labelled for safer cleaning/disinfecting practice. When using store bought cleaning products, please follow the manufacturer's instructions
- References within staff's file: to conduct reference check and document indicating that character references were obtained in respect of the person by the licensee or manager as part of the hiring process
-Sunscreen: safe and hygienic sunscreen application must be practiced with children to avoid any cross contamination and to prevent the spread of germs
-Continue to monitor and maintain proper sanitization for all high-touch surfaces, toys and equipment including any soft and porous materials used in the facility; such items still need to be properly cleaned and disinfected by laundering in a washing machine with hot water and dry in a clothes dryer on a hot cycle if children are using them
- Child's file: all children, including operator's child must have a complete file on site when attending the facility ( pro-d, school breaks, etc...)
- High chair: discussion was had to consider suitability of children's age and development when using high chairs with both young/older toddlers

-Cleaning and Disinfection in Child Care Setting
-Guidance in the Selection of Cleaners, Sanitizers or Disinfectants for Public Settings
-Respiratory, Personal and Hand Hygiene ( Posters of Handwashing, Cough and Sneeze Etiquette)
-Precautions and Practices for Sick Children
-Physical Distancing Ideas
-COVID-19 Safety Plan as per Order of the Provincial Health Officer ( see WorkSafe BC Protocols for Child Care)
- Reportable Incident Forms
