Introduction

An unscheduled follow up to the routine inspection # TBOS-C4WLS8 was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Observed during inspection:
-PK 3 had water coming up from the floor when tiles were stepped one creating a slippery floor. Staff stated the landlord was called to come repair this
-PK Magenta, and PK Aqua had exposed drywall in two or more areas
-One wall had trim coming away, and taped with packing take
-in PK Green, Aqua, and PK 3 classrooms there were area rugs with the corner curled creating a tripping hazard. Some were taped with packing tape, and visibly soiled where the tape was on the tile floor.
-All classrooms stored bedding in between mats where the bedding visibly hung down to touch other children's bedding. This is a repeat contravention.
-In the gross motor room there was a storage stand which was broken with screws exposed

STAFFING: 12010 - CCALA s.7(1)(d) - A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation: Manager has been absent for more than 30 days. No new manager has been appointed by the licensee.
Corrective Action(s): Please ensure to appoint a manager for the community care facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation (CORRECTED DURING INSPECTION): 11 staff records were reviewed. One staff records did not contain verification of ECE certification.
Corrective Action(s): Please ensure not to employ a person in a community care facility as an educator or assistant unless the person holds a certificate issued under Division 2, which must be verified by the system maintained by the early childhood registry.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: In two classrooms fire drills had not been completed since 2021.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system at least once each month.

CARE AND/OR SUPERVISION: 14220 - CCLR s.51(1)(a) - A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation: During inspection one child was moved from the GCC 30 months to school age group to the GCC Under 36 months group classroom. Staff stated the child needed a break from the group. Child was returned back to the classroom during inspection.
Corrective Action(s): Please ensure that the behavioral guidance is appropriate to the age and development of the child who is receiving guidance.

Comments

Summary of Inspection:
During today’s inspection, there were 58 children, 11 staff, an ECE student, and a support staff present. Facility has not had a manager working on site for more than 30 days.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following items identified as contraventions in the previous inspection were addressed at the time of inspection:
-Knife and cutting boards were stored in the kitchen.
- All items previously stored in the bathroom were removed
-The wall in one room where a hole had previously been was repaired
-2 play mats that had wear at the corner had been removed
-2 broken windows had been repaired
-Carpet in the gym space was replaced
-One step stool which had been soiled was replaced
-3 ant traps have been removed from the baby blue room
-Bleach bottle stored on a hook accessible to children in the bathroom was removed
-Blind cord on 2 blinds had been made inaccessible to children in the baby blue room
-Plastic bags stored accessible to children in 3 classrooms were made inaccessible
-Medication was stored in a fridge and keys were made inaccessible.
-medication forms have been created for medication use.
-20 children's files were reviewed. All files had photographs of children, immunization and start date added

Items discussed today:
Review of care plans were discussed.
Review of the BCCDC guidance for facility cleaning and sanitization. Please ensure all cleaning products are labelled.
Staff references were on file, however some had notes to indicate the references were checked while others had not notes. Please ensure to create a system that includes the documentation of the reference checks.
Discussion regarding children who may be in need of a care plan, and how to start the process.
Discussion and review if Schedule E for staff requirements.
