Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The fire drill were conducted monthly however, they were done without children's participation.

Corrective Action(s): Please ensure that staff conduct fire drills or other emergency with children and implement the plan/procedure.

Comments

- 3 staff's files were reviewed. The facility has obtained all the required documentation including the staff's Criminal record checks. However, their criminal record checks were completed for their school or previous employer. Please ensure that the facility own each staff's criminal record check by applying the check again upon hiring and or apply to "share" with other organization.

-Please be reminded that an earthquake drill could not replace a fire drill. The requirement is that the facility must conduct fire drill at least monthly and an emergency drill at least once a year.

- LIVE 5210 start kit was provided and discussed.

- the facility is generally kept in good repair and good sanitation condition. The toys, equipment appeared age appropriate. The files and records were well organized. Writer observed part of transition from lunch to activity to nap time.

- There were two staffs and one manager working on site at arrival and the Licensee returned to the facility shortly.

- Thank you for your time during inspection. Please provide a written response (email) to me by Nov 16 on how you will address the contravention items and the other recommendation listed on this report.
