Introduction

An unscheduled inspection was conducted on February 4, 2022 to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon inspection there were:
-Broken blinds accessible to the children
-Insulation hanging down under a sink accessible to the children
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times that children are in care.

STAFFING: 12170 - CCLR s.21(1) - A licensee must not continue to employ a person in a community care facility unless the licensee has evidence that the person continues to comply with the Province's immunization and tuberculosis control programs.
Observation: Upon review of the staff files, 1 staff was missing an immunization status.
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12290 - CCLR s.34(4)(b) - Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (b) a total of 8 or fewer children are present at the community care facility, of whom no more than 3 are younger than 36 months old.
Observation: Upon inspection the preschool children and group care 30 mos to school age children were combined.
Corrective Action(s): Please ensure children in different care programs are not combined other than what is required in schedule E

STAFFING: 12450 - CCLR s.60(3)(a) - A licensee must keep (a) in the case of employees, all records required under section 19 (1) [character and skill requirements] for the entire time that the subject of the records is an employee of the community care facility.
Observation: Upon review of the staff files, 1 staff record was missing the work history.
Corrective Action(s): Please ensure the staff files are complete.

STAFFING: 12460 - CCLR s.60(3)(b) - A licensee must keep (b) in any other case, all criminal record check results and character references for the entire time that the subject of the criminal record check or character reference is ordinarily present on the premises.
Observation: Upon review of the staff files, 2 records did not have evidence that the references had been contacted.
Corrective Action(s): Please ensure the staff records are complete.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Upon inspection, the toilet paper in the washroom was on the floor and many toilet paper dispensers were not filled.
Corrective Action(s): Please ensure program practices the rules of health and hygiene.

PROGRAM: 18010 - CCLR s.44(1)(a) - A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (a) is designed for the development and care of children.
Observation: Upon inspection, the infants were kept in highchairs for an extended amount of time.
Corrective Action(s): Please ensure activities are designed for the development and care of the children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon review of the attendance documents, 8 children did not have a departure time recorded in the last 2 months.
Corrective Action(s): Please ensure arrival and departure times are recorded.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Upon review of the children's records, 2 files were missing a photograph or digital image.
Corrective Action(s): Please ensure the children's records are complete.

RECORDS AND REPORTING: 19330 - CCLR s.59(b) - In respect of a record referred to in this Division, a licensee must (b) keep a record other than one referred to in paragraph (a) in a place from which it can be retrieved within a reasonable time, on request.
Observation: Upon asking to review the minor incident log book and fire drill records, the Manager said that the documentation was off site and was not produced at the inspection.
Corrective Action(s): Please ensure all documents can be retrieved within a reasonable amount of time, on request.

Comments

At the inspection dated February 4, 2022 there were children and staff present. At this inspection, the above noted contraventions were identified. The Licensee will provide a written response. As part of this Inspection a Facility Risk Assessment was completed and a copy was provided.

Licensing conducted a walk-through of the entire facility.

The following discussions were had with the Manager:

· Covid-19 prevention Strategies
· Physical Facility
· Health & Hygiene

The information contained in the report was discussed with the Manager and Licensing stated that the report will be emailed to the facility.
Licensing provided the Manager with a business card.
