Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): On review of 5 staff files, Licensing observed that 1 was missing an updated validation. Licensee contact corrected that at inspection and printed a copy for the file
Corrective Action(s): Please ensure any renewed certificates are validated

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: On review of 4 children's files, Licensing observed that 3 were missing the prepayment agreement. Licensee contact does have a record on the computer of all parents that have paid prepaid fees
Corrective Action(s): Please ensure a signed copy of the prepayment is on file for each child

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of 4 children's files, licensing observed that one was missing immunization status
Corrective Action(s): Please ensure all files are complete

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 4 children's files and 1 was missing an enrolment date. There is a checklist at the front of each file as to the contents
Corrective Action(s): Please ensure all information is complete

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: On review of 4 children's files, Licensing observed that 1 was missing doctor's information
Corrective Action(s): Please ensure all children's files are complete

Comments

Summary of Inspection

At today’s inspection there were 10 children and 3 staff present for all 3 groups today.
35 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Healthy eating using the Canada Food Guide- Parents provide food
- Active Play promotion - facility have daily outdoor play
- Requirements of Temporary Placements applications
- Active Supervision reminders particularly in public spaces
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Lead in water – reminder to flush pipes
