Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-A4FQA6 have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Wall consisting of damage with exposed dry wall exists in 2 areas , edge of counter surface is missing leaving a sharp surface , Table edge trim is missing
Corrective Action(s): please ensure the facility and equipment are in good repair and to prevent risk of injury.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Cleaning supplies stored under the washroom sink which was not secured. A plastic latch was in place however not engaged , when attempting to fastened the latch staff identified the latch to be broken. The staff removed the cleaners from the area and placed them in an area which was inaccessible to children. ( out of reach )

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance records maintained however do not reflect times of arrival or departure , while it is noted that Preschool class times are set it was observed that 2 children were picked up later ( after class time ) this information was not captured within the attendance records
Corrective Action(s): please ensure class times are listed and any exception to this is captured as discussed.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: 2 Children registered who require care plans , SCC consultant progress reports on site however no additional information available.
Corrective Action(s): please ensure care plans are developed for children who require additional support. Care Plans are required to be reviewed and updated as per needed or at minimum annually.

Comments

Currently there are no children registered within the School - age or daycare programs. The additional classroom remains unused at this time.
Manager included enrollment is taking place for November for these program. Discussed ensuring notification is provided to CCFL should program cease to operate within 1 year.
The preschool continues to operate 3 classes daily and classes over the weekends.
Discussed ensuring in meeting requirements of Active Play - Standard of Practice ....... preschool exceeding 2 hrs are required to provide children with 30 minutes daily of " Active Play "
It is noted that a large fully fence playground is on site with space to run and an undercover area is also available.
