Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that 3 plug covers were missing in the faciity. This was corrected during the inspection.
Corrective Action(s): Please ensure a safe environment is porvided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: During the inspection the gate leading to the street was wide open and the lock was not securely attached. I attempted to close the gate and it was difficult to close and latch. The Manager stated the gate will be fixed within two weeks. A playground check is completed daily and the staff ensure the gate is closed prior to the children playing in the outdoor area.
Corrective Action(s): Please ensure the entire outdoor play area is enclosed in a manner that is suitable for the children in care.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During the inspection the repayment agreement was reviewed. The policy does not address the return of payment to families when they prepay the cost of services. One example of this may be when families pay with post dated cheques and withdraw their children early. The Manger states that she notifies the families verbally, but this is not written in the policy.This was corrected during the inspection.
Corrective Action(s): Please ensure the repayment policy includes information when parents prepay the cost of services.

Comments

At the inspection dated June 24, 2019 there were 7 children and 2 staff present. At this inspection the above noted contraventions were identified.Please ensure a written response is provided to licensing by July 8, 2019 identifying how you have corrected the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. In discussion with the Manager she stated that the children use an offsite play area 1-2 times per week. If this is something that happens each week and becomes more frequent licensing recommends developing an offsite play area plan.
