Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that the hot tub outside was not locked. Licensee locked it during the inspection. Licensee informed that the hot tub is not in use and does not have water in it.
Corrective Action(s): Licensee locked the hot tub during the inspection(Corrected during inspection)

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Staff file had only one reference included.
Corrective Action(s): Licensee mentioned that they will check the second reference and include it in the staff file.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Out of 5 files reviewed one file had MSP number missing
Corrective Action(s): Licensee will collect the MSP number from the parent and have it included in the registration form

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Upon review of 5 children's records it was observed that one child's record was missing the information on consent to call the medical practitioner or ambulance in the case of accident or illness
Corrective Action(s): Licensee will have the parent check the Consent Permission check box on the registration form today during pick up.

Summary of Inspection

At today’s inspection there were 5 children and 2 staff present, which included the licensee.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
Absent Employees- maternity leave
Having licensee's own children on the same level as the licensee.
Hygiene and sanitization practices and communicable disease plan
Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
