Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance apart from the Group Child Care (school age) program which was not inoperation at the time of inspection

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: On review of a random selection of 6 staff files, Licensing observed that 1 only had an RCMP check on file and 1 other did not have a clearance on file. This was discussed with the Manager that a health and safety plan is required until the clearance is received for both staff.
Corrective Action(s): Please ensure that staff have Criminal Record Checks from the Criminal Record Review Program as is required in Legislation.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: On review of 6 random staff files, Licensing observed that 1 was missing immunization status.
Corrective Action(s): Please ensure all records are received prior to employment.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On a random review of 6 staff records, Licensing observed that 1 was missing verification of certification from the ECE Registry. This is a newly employed staff.
Corrective Action(s): Please ensure the staff are appropriately screened prior to employment.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: Licensing observed that the annual evacuation had not been practiced. In discussion with the Manager it was noted that since opeing the facility over 12 months ago, they have not practiced the drill.
Corrective Action(s): Please ensure that all staff are aware of the procedure for evacuation and have taken part in an emergency evacuation drill.

Comments

Summary of Inspection

At today’s inspection there were 14 children and 2 staff in the JK2 program; 5 children and 2 staff in the JK1 program and 7 children with 2 staff in the Group Child Care (under 36 months) program. A volunteer was also on site as well as the administrator. 50 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to provide a corrective action plan by the date indicated.
Licensing will review the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Active Play promotion
- Healthy eating using the Canada Food Guide
- Temporary Placements and inspections
- Active Supervision reminders
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- The requirements for CRRP clearances as opposed to RCMP clearances
- Ensuring complete volunteer files - discussed requirements
