Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Upon arrival the fabric covering the railing gaps on the split level was open. Licensed observed the type of material and it can be moved by children with little effort. The gaps in the railings are 5.5" wide and it was discussed that it is an entrapment hazard if it is not smaller than 3" or larger than 9"
Corrective Action(s): Ensure that the opening is not accessible to the children in care.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The Fire extinguisher was not serviced annually.
Corrective Action(s): Ensure the fire extinguisher is serviced annually.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: There were 8 times within January where the group size exceeded 8 children. It was discussed that any child under the age of 12 is included in the numbers
Corrective Action(s): Ensure that the group size of 8 is not exceeded.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: one of four children's records reviewed did not contain a medical insurance plan number.
Corrective Action(s): Ensure each children's record contains a medical insurance plan number.

Comments

At the inspection dated February 2, 2024 there were 5 children, 1 staff, and 2 people living in the home present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Promoting Active Play in the program
· Valid CRC are available, reviewed expiry dates
