Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: At the time of this inspection, references were not on file for Sub.
Corrective Action(s): Ensure references are on file for all staff providing care and supervision to the children in care.

STAFFING: 12060 - CCLR s.19(1)(c) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.
Observation: At the time of this inspection a record of Sub's work history was not on file.
Corrective Action(s): Ensure staff's work history is available.
Date to be Corrected: December 11, 2019

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: First aid for staff present at today's inspection had expired in October 2019. Licensee advised she was not aware the first aid had expired and will be taking the next available first aid course. Please review Schedule C of the Child Care Licensing Regulation for accepted First Aid courses.
Corrective Action(s): Ensure all staff who may provide care and supervision to the children in care holds valid first aid and CPR certification.
Date to be Corrected: Immediate. Licensee to submit confirmation of enrolment for First Aid renewal.


Comments

At the inspection dated December 4, 2019 there were 7 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required by the LO are included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following was discussed:
The information on the daily schedule specifies the length of time for outdoor play. It is recommended that the Active Play policy be expanded to include this information.
Discussed that where an over the counter medication is provided by the parent that specifies "if needed" that further information be obtained regarding indicators for when to administer the medication.
Although, written references were provided for one of the staff, it was discussed a system be implemented to evidence references that are provided are checked.
