Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During inspection Licensing noted that the edges of an area rug are curled which can be a tripping hazard.

Licensee contact stated they will tape the edges down to prevent the edges from curling.
Corrective Action(s): Ensure edges of the carpet lay flat to prevent a tripping hazard.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing reviewed staff files and noted one staff file is missing immunization status.
Corrective Action(s): Ensure immunization status is included in all staff files.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff files and noted the Criminal Record Approval letters have expired for 2 staff persons.

Licensee contact stated they have submitted documentation to the Criminal Record Review Program for one of these staff persons & will do so for the second.
Corrective Action(s): Ensure up to date Criminal Record Approval letters are on file for these 2 staff persons.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During inspection Licensing noted that the time of arrival and departure is not being recorded for all children.

Licensing notes that children usually arrive and leave at the same time and that staff make note when a child arrives or departs at a different time.

Licensing reminds staff to always include the usual time of arrival and departure on each sheet to accurately record this information for all children.

Licensee contact listed the usual time off arrival and departure on the top of the sheet for the month of April during inspection.

Comments

At the inspection dated Apr. 9, 2019 there were 15 children and 3 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing stating all contraventions have been addressed, this written response is required by May 9, 2019.
During inspection Licensing observed children engage in a circle time, take part in Montessori activities and engage in free play in the outdoor area.
During inspection Licensing observed staff interacting with children while they engaged in activities as well as giving warnings before transitions.
During inspection Licensing discussed Schedule G of the CCLR with the Licensee contact regarding children having access to free art, dramatic play throughout the day. Licensee contact stated that these activities are available but not on a daily basis or throughout the entire day.
During inspection Licensee contact stated they have verified all staff ECE Certificates, Licensing reminds the Licensee to provide proof in the staff files that the verification did occur.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
