Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Hot water temperature reads 54.7 with a digital thermometer. Licensee said that she turns the hot water down but this is not proving to be effective. She said that children are always supervised using the hot water.
Corrective Action(s): Please provide a health and safety plan for children accessing the hot water through exemption.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: The facility has not practiced an annual emergency drill. Discussed was the intent of the legislation to practice evacuating to the designated safe area.
Corrective Action(s): Please ensure this drill is conducted on an annual basis and recorded along with monthly fire drills. Please provide a compliance plan to address this.

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: On arrival, the TV was on for all children in care of which some attendees were less than 2 years of age. This was further discussed.
Corrective Action(s): Please ensure children under 2 years of age do not have any screen time as stated in facility policies.

Summary of Inspection

At today’s inspection there were 4 children and the Licensee present.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates - a file containing all the requirements of Section 19 is recommended to be available..
- Active Play promotion and outdoor play
- Hygiene and sanitization practices and communicable disease plan
- Emergency evacuation plan
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
